HSLayers can be downloaded from the project page as file or from subversion repository directly:
svn export svn://bnhelp.cz/hslayers/branches/hslayers-3.0
After downloading & unpacking, you get bunch of javascripts located in the source directory, some resources like images etc. and some tools – python scripts.
